New Delhi: The Central Information Commission has sought in a "sealed envelope" the records related to alleged spy of American intelligence agency CIA in the 1971 cabinet and death of former prime minister Lal Bahadur Shastri in Tashkent in 1966. 
In two separate RTI applications, author of "CIA's eye on South Asia" Anuj Dhar had sought to know from the government the details about alleged CIA mole in the Indira Gandhi cabinet of 1971 who, according to some reports, passed on crucial information about India-Pakistan war to the USA. 
Most of the information was denied to him citing section 8(1)(a) of the RTI Act that exempts disclosure of information which would "prejudicially affect the sovereignty and integrity of India, the security, strategic, scientific or economic interests of the State, relation with foreign State or lead to incitement of an offence." 
During the hearing, Dhar submitted that the US government had already declassified information which had references to some sources in India leaking information about the briefings given to the then Prime Minister Indira Gandhi on the ongoing India-Pakistan war to the American snooping agency. 
Taking cognisance of the fact that the information sought was 30-40 years old, Chief Information Commissioner Satyananda Mishra directed Prime Minister's Office and the Cabinet Secretariat to produce records before him in sealed cover. 
"Keeping in view that the information relates to a period now nearly three to four decades old, we would like to see the contents to satisfy ourselves that, indeed, the information is sensitive enough for India's security and foreign relations concerns. It is only after that it should be possible to decide, if the information should be disclosed," Mishra said in the order.

in 1966 there were rumours of foul play in pm lal bahadur shastri`s death. but in those days people generally had so much respect and trust of nehru-gandhi family that no body believed them. but now if we evalute indira gandhi`s role and misuse of power to maintain her family`s control on pm`s chair, it is possible that there was some foul play in pm shastri`s death. indira gandhi during her power days kicked out all the senior congress leadership, 1971 war, emergency rule, 1984 blue star operation killing thousands of innocent men, women and children just proove that all these actions were taken to have full and dictorial control of gandhi family on pm`s chair.

Double standards of Indian Justice system
Many times we have seen that Indian Govt. very proudly says that India has very fair and equal Justice system for everybody in India. Even when Indian Cabinet Ministers or Politicians are visiting the western countries and are questioned about the unfair treatment of minorities in India, then again they very proudly claim that India has very fair and equal justice system in India and it is written very clearly in the constitution. But if we look at some of the tragedies that happened in India in last few years,  in which thousands of innocent Men, women and children belonging to minorities were killed but unfortunately the the Indian Justice system has failed to punish the guilty. Whenever minority people in western countries raise these questions and start asking the western Govts., Politicians and Media to demand fair justice for minorities and punishment for the guilty. Then the Indian Govt. is quick to start calling such people demanding fair justice for minorities as seperatists or terrorists. Why the Indian Govt. never explain why its justice system has failed to punish the guilty involved in killing thousands of innocent persons ?
In 1984 Sikh Genocide planned, organised and executed by the ruling congress party leadership thousands of innocent Men, Women and Children were killed but so far in more than 26 years the Indian Justice system has failed to punish the guilty congress party leaders. In a very recent book on Congress party written by congress leadership, it was admitted that some of congress leaders were leading the mobs and encouraging them to kill innocent people. None of these leaders have been punished. Infact some of them were or are part of Indian Govt.'s cabinet. How can such guilty Congress leaders provide fair and equal justice to the Sikh community ?
Similarly in 2002 thousands of innocent Muslims were killed in Gujrat by the State BJP Govt.'s workers and mobs. And so far the Indian Justice system has failed to arrest, charge or punish the guilty persons. In fact Gujrat murders happened because one train with Hindu pilgrimages was burnt by some Muslims and 59 Hindu pilgrimages died in that tragedy. But Gujrat police reacted immediately and arrested 94 Muslims and charged them for the train burning and killing 59 people. Those 94 Muslims were kept in jail till 2011. Just recently there was a judgement in which 31 of those 94 people were found guilty. Elevan of them were given death sentence and 20 were given life term sentences. 63 were found not guilty and were acqitted after suffering in jails for about 8 years.
But the strange thing is that when thousands of innocent Muslims were killed in Gujrat after the train tragedy, then the same Gujrat police went to sleep and has failed to arrest, charge or punish the guilty Hindu mobs and their leaders. One big shocking thing is that elevan Muslims have been given death sentence for killing 59 Hindus but the same Justice system hasn't given death sentence to even a single Hindu for killing thousands of Muslims. Doesn't it prooves the double standards of Indian Justice system ? In 1984 Sikh Genocide and 2002 when innocent Muslims were being killed, there were news media journalists taking pictures and making  news videos of mobs killing innocent persons. But strangely the Delhi or Gujrat police hasn't seen those pictures and videos and don't know anything about the guilty persons. Shame on such Police forces and intelligence agencies.
Similarly hundreds of innocent Christians have been killed in Orrisa and southern states and the guilty persons involved in innocent killings are walking around freely or were given very minor sentences. All these innocent killings of Sikhs, Muslims and Christians prooves the double standards of Indian Justice system and its failure to punish the guilty persons in more than 26 years.
Over the years we have seen Police officers and intelligence act very quikly to arrest and charge many Sikhs or Muslims accused of innocent killings or terrorist activity. And the Indian Justice has acted quickly and given death sentences to many such guilty Sikhs or Muslims. But strangely the so called equal and fair justice system has failed to punish the guilty Hindu leaders killing thousands of innocent Sikhs in 1984 Sikh Genocide or killing tousands of innocent Muslims in Gujrat or killing hunderds of Christians in Orissa. All this very clearly prooves the double standards of Indian Justice system that has failed to provide fair and equal justice to minorities. Shame on such a justice system. And we'll request westren Politicains, Media and Human Rights Organisations to raise these unfair isues with the Indian Govt. and demand fair Justice treatment for the minorities.

Dr Harshinder Kaur, a practicing paediatrician from Patiala, Punjab (under the occupation of the 'Brahmins-Hindus' alleged Indian democracy, since 15th August, 1947), began her presentation, "Infenticide in Punjab, other countries of the world. She began her topic by saying I am a proud citizen of India and I am paediatrician by profession. In 2010, I discussed the same topic in a 'Briefing Session' and I had tremendous problems from the Indian and Punjab administration of the Akali Dal-Badal. When I was coming for my presentation, the Punjab administration reduced my salary from Indian Rupees 80,000 to merely IR 41,000. The reason for the reduction of my salary because I was coming to present my topic of 'infecticide'.
Dr Kaur advocated that the deaths of female sex has to be stopped, if we do not wish to interfere with the law of nature. In Punjab, when a woman is pragnent, during the medical check up and the laboratory examination, her family finds out the sex of the fetus, if it is female, in a great majority (greater than 95-99%) of cases, the fetus is aborted. This is the killing of infants before their birth. Such infanticidal deaths take place not only in PUNJAB, India [Brahmins-Hindus' autocracy], rest of India, in a lesser extent, but also in developing countries; including the Russian state, the United States, U K, Switzerland, Canada, etc. If the female sex is continued to be aborted, there are greart chances that the reproduction in the world may cease to exist, because both male and female sexes are required for the continuation of the reproduction in the world. 
After the presentation she left the room and came back only after the discussion was underway. As far as the writer is concerned and the matter was raised in the discussion that it is against the etiqeketts of the academic world.
Father Emmanuel, a Tamil by birth and now living in Germany, described the ongoing problems problems of the Tamil nation. The Tamil nations' problems include persecution, pogroms, genocide, rape, torture, i. e., social, political, educational, political, Tamils have been continuing their struggle to reclaim their sovereignty, which was surrendered/lost during the British Empire's rule.  Father Emmanuel said mistakenly that there are four major religions of the world. For example, the Christianity, Islam, Hinduism [neither a religion nor a culture, as pointed out the writer; see below].
The next panelist was from Assam and its 7-sister. He began by saying I am from Assam and am a proud citizen of India. I do have lots of disappointments, however. There has been a population imbalance, hospital, public health, educational, transport, human rights, home facilities for living are virtually non-existent. There has been influx of the Indian armed forces and we, Assamese, do not know whether we have been living in a 'war' period or 'peace. The above is the summary of his presentation.
Next speaker in the panel was from Tripura/Twirpura or the 8-th sister of Assam. She described that the situation in Tripura is worst than the Assam, as described by the former speaker from Assam. There has been a problem of electricity in Tripura and above all is the problem of the presence of the Indian military and armed personnel. These Indian people put us down that you are the indegenous people and do not look like any normal Indian (what is that? Is it the Indiands of the armed forces who have invaded the entire territory of Tripura?).
None of the representatives of the deprived South Asian nations appeared satisfied under the Brahmins-Hindus' autocratic rule alias the Brahmins-Hindus democracy/demoncracy/alleged Indian democracy.
Following the presentations of all four speakers, the Chairman, Dr Charles Graves, Secretary General of Interfaith International, opened the session for the question period, by stating that the South Asian non-Brahmins-Hindus minorities seems to be fully dissatisfied under the rule of the Indian administration. The seminar is open for comments or questions, but the questions or comments have to be in brief so that most of the questions be taken and dealt with.
There was a lull of a few seconds. When Dr Sekhon saw that the audience has been looking towards each others face. He said, Mr Chairman, indeed I would be well within the time limit. Should the Chairman finds that I am exceeding my time limit, he has full right to remind me and I will wind up my questions right away.
Dr Sekhon: Mr Chairmain, Dr Kaur has walked out of the room and not is available for the question period, it is an unfortunate stage. Any way, the sepeaker, along with Dr Kaur, has said that "I am a proud Indian." As far I am concerned, there is no need to be proud of India, as my country of origin isPUNJAB, the first 'Sovereign and Secular' nation of South Asia (1799 to 14th March, 1849). The Sovereign and Secular Punjab nation used to exist in the Map of the world and in the dictionaries and encyclopedia of the English language. My sovereign nation was surrendered to the British Empire (not to British Trading Company or the British India Company). On 29th March, 1849, it was "annexed" to the British Empire by the British Empire's agent to Punjab, Lord Dalhousie. So, I do not call myself to call from India, as the first speaker did. On 15th August, 1947, when the British India Empire transferred political power to the 'unelected' leadership of the 'Brahmins-Baniyas-Hindus' of the Congress party, Punjab was still an "annexed" segment of the British Empire, but not the 'British India Empire'. on 15th August, 1947, the "annexed" Punjab was "swallowed" by the 'Brahmins-Baniya-Hindus of the Congress party. On 10th of October, 1947, the deceitful Brahmins-Baniya-Hindus leadership of India declared the "annexed" Punjab's Sikhs as 'lawless people and dangerous to the law abiding 'Brahmins-Hindus' of India of 15th August, 1947.  
As such, my roots are in the 'Sovereign and Secular' nation, PUNJAB, of South Asia. I am a proud citizen of Canada, now.
Further, I must tell the audience, Mr Chairman, three princely states, e. g., Faridkot of Punjab, Bikaner of Rajasthan and Hyderabad of Andhra Pradesh have not signed the 'Document of Accession' to the Indian uninon of the Brahmins-Hindus-Baniyas, to-date.
I would like to correct Father Emmanuel of Tamil that the 'Hindus and their -ism' is "neither a nation nor a culture," according to the Editor in Chief, Dalit Voice, Sir VT Rajshekar, Professor Gurtej Singh of Chandigarh, Dr Sukhpreet Singh Udhoke of Amristar and author of several renowned books, Dr Harjinder Singh Dilgeer, JL Nehru (see 'Discovery of India'), and many Sikh and Hindu academics. On the other hand, the Sikhism is the 6th largest religion of the world as accepted by the World Congress of Religions. 
To answer a gentle, who is from Iran but living in Germany, he said by having 250 languages and many people following different cultures and religion, India is an example before the world being is 'successful democratic nation'. Today, what I have learned that I was all along wrong in my perception that India is a democratic nation.
With the permission of the Chairman, Dr Sekhon said, you are absolutely correct, Sir. India is 'not' a democracy, it is a 'Union of nations' held together under the force of the guns of armed personnel of army and paramilitary services, as it is the Disputed Areas of Jammu and Kashmir, since 15th August, 1947. The future of South Asia's all deprived  minorities and nations are at stake if they are are suppressed by the 'Brahmins-Hindus-Baniyas' caste system
It would be appropriate for the United Nations: Human Rights Council, and it appropriate for the UN:HRC to recommded and by the Chairman of this session that not the only Internationally Disputed Areas of Jammu and Kashmir, as well as all minority nations (non-Hindus-Brahmins-Baniyas) be set'sovereign' to preserve peace in South Asia, which is at stake.
Dr Sekhon further said how could the international news media could propagate that 'India is a progressive country'? More than 70% of the total population of India goes to bed hungary everyday, 7 day of a week and 365 nights of a year. Is this the progress of India, under the Brahmins-Hindus-Baniyas' rule, since 15th August, 1947?

Mr Amarjit Singh of Switzerland asked questions in PUNJABI, obtaining Chairman's permission that Dr Sekhon would provide translation in English. Mr Amarjit Singh said that Punjab's farmers are deprived of its River waters for irrigation and the water is diverted to the Hindi states like Rajasthan, Haryana, etc. By products of the River waters are given to Hindi-speaking states and Delhi, without any compensation to Punjab. PUNJAB has no medicare systems, its rural population is dying with cancer like diseases by consuming the polluted waters of the Punjab River waters.

On a call given by "Sikhs For Justice" a human rights advocacy group, during Pravasi Bharatiya Divas convention (PBD Canada 2011), Several hundred Canadians including Sikhs, Muslims and Christians gathered in downtown Toronto to voice their support for Professor Devinder Pal Singh Bhullar, who has been unjustly sentenced to death in India.
Minister of Overseas Indian Affairs, Vayalar Ravi, along with several other MP's and high officials were supposed to attend the Indian-Canadian business leaders conference at the Pravasi Bharatiya Divas but, all except Ms. Perneet Kaur backed out at the last minute and no reason was given for this abrupt change of plans by the office of the Indian High Commissioner in Canada. Earlier this year, the Indian government declared 2011 as the Year of India in Canada.  The PBD Convention was supposed to be the largest meeting of the Indian Diaspora in North America.
Professor Bhullar's case has brought the international community's attention to the plight of the Sikhs in India.  Being convicted under the Terrorist and Disruptive Activities act (TADA), an act which was criticized by the UN and later abolished due to its unconstitutional nature, Canadian Sikhs rallied and demanded that their elected officials and business community members raise Professor Bhullar's issue with the Indian delegation present.
Professor Bhullar's wife, Navneet Kaur, says he is sure to be executed unless Canada and other foreign governments pressure India to commute his death sentence.  A Canadian citizen, Kaur came from her home in Surrey, B.C., to rally for justice outside the Metro Toronto Convention Centre today where Ontario Premier Dalton McGuinty was meeting with business and political leaders from India.
"I am making a desperate appeal to any Canadian politician to step forward to help me save my husband, who is an innocent man," said Kaur, choking back her tears.  "I have sent a letter to Prime Minister Harper, the Governor General and the Premier of Ontario begging them for their help.  My husband was falsely accused, forced to confess and has been imprisoned for 16 years for a crime he did not commit."
"There is no justice Prof. Bhullar's case," said Gurpatwant S. Pannun, legal advisor to Sikhs for Justice (SFJ). "Professor Bhullar was tortured into giving a confession and there is no other evidence against him.  "We urge the Governor General, the Premier and politicians of every stripe to raise this dire matter with the visiting Indian Ministers". Attorney Pannun stated that "India is not a signatory to UN Convention Against Torture and it has been documented by a number of human rights organizations that the Indian police have tortured people under its custody to extract confessions. Bhullar's case demonstrates that Sikhs are being subjected to 'judicial murder' in India." "We need Canada and other foreign governments to intervene."
"India often lays claim to being the world's largest democracy, but the claim rings hollow," said Jatinder Singh Grewal, Youth Coordinator for SFJ Canada.  "I'm not sure who said it, but the true measure of a democracy is the way it treats its minorities - whether they be Sikhs, Muslims or Christians."If Canada is going to do business with India, then our leaders must ask the tough questions on human rights.  We know Sikhs who ask for equality or justice in India are routinely persecuted.  We want justice for Professor Bhullar and the Sikhs of India."
"Sikhs For Justice" the human rights advocacy group behind today's massive "Justice Rally" is planning to file a petition that will be presented in the House of Commons demanding Prime Minister Stephen Harper and Canadian Government to intercede.
The rally to save Prof. Bhullar was supported by the Ontario Gurudwaras Committee (OGC), Ontario Sikh and Gurudwara Council (OSGC), umbrella organizations of Ontario Gurudwaras, United Front of Sikhs, Shiromani Akali Dal Panch Pardhani, Shiromani Akali Dal Amritsar, Gurudwara Jot Parkash Sahib, Gurudwara Mississauga Sahib and several other Sikh Gurudwaras from Montreal and Ottawa.

Kashmiris and Sikhs protested at the Metro Toronto Convention Center where Indo-Canada meetings were taking place, against Human-Rights violations such as unlawful detentions, fake encounters, arbitrary arrests, torture, and extrajudicial killings occurring in Khalistan and occupied Kashmir.  In particular in opposition to the unlawful death sentence of Professor Davinderpal Singh Bhullar by the Indian government. The delegates led by Minister of State for External Affairs Preneet Kaur of the Indian government and business community was a two-day mini Parvasi  Bharatiya Divas Canada 2011 convention that began here in Toronto. Professor Bhullar's wife, Navneet Kaur, a Canadian citizen who currently resides with her parents in Surrey, Canada also participated in the protest. 
Bhopinder Singh terming it a politicize decision said that Professor Bhullar was arrested under the now-lapsed Terrorists and Disruptive Activities Act, which has no provisions for appeals to the High Court. Furthermore, he was found guilty solely on the strength of an unsubstantiated confession he made in police custody under alleged torture and the threat of death by using his thumb impression instead of getting his signatures.  Bhopinder Singh further explained that Professor Bhullar appealed the death sentence in December 2001, which was rejected by a three-member bench of the Supreme Court. However, the senior judge of the panel, Justice Shah, in a dissenting decision found that there was no evidence to register a guilty verdict. 

Tarlochan Singh while grieving at the situation explained that in 2003 Professor Bhullar filed a petition for mercy, supported by Amnesty International and the German Bundestag’s Committee on Human Rights and Humanitarian Aid, which Indian President Pratibha Patil denied on May 26, 2011. Amnesty International has reported that the case was highly contentious and this is the first time in India’s Supreme Court history that someone has been sentenced to death based on a split decision. Tarlochan Singh said that Amnesty International perceives the dismissal of Professor Bhullar’s mercy petition a “blow to human rights.”  Professor Bhullar has already spent about 9 years in solitary confinement in a 7x9ft cell; he has developed severe depression, arthritis, hypertension and his health is steadily declining, he confirmed.
Balkar Singh said the death sentence of Professor Bhullar is to deter the Sikh nation from demanding Khalistan. It is basically an attack on the entire Sikh nation as they already did in the case of the attack on the Darbar Sahib in 1984. He also condemned the death sentence of Professor Bhullar while cautioning the nation to stop this and any future judicial murder and that the Sikh Nation should remove the chains of slavery from the Indian Government. He stressed that India’s state terrorism can be stopped only by drawing the boundary of independent state of Khalistan under auspicious of United Nation.
Sardar Sukhminder Singh Hansra while addressing the participants said you should be knowing that the 'Right of Granting Mercy petition' rests with the President of the Indian democracy/democracy. The Mercy Petition of Professor Devinderpal Singh Bhullar has been 'REJECTED' by Madam Pratibha Patil, President/Sadr of the 'Union of Multinations', called India. Do you not see the writing on the wall for Professor Devinderpal Singh Bhullar, a SIKH? Why do you not see the cases of other Sikhs, who have been sent to the 'gallows', following an 'undeclared' war on the Sikh Nation, Punjab,Khalistan in the form of a brutal military "Operation Bluestar" of June, 1984? What lesson do you take when more than 13 Sikh youth were killed at point blank, following the 'Martyrdoms of more than 250,000 innocent Sikhs between 1st and 7th June, 1984? It seems to be 'NONE'. We all are very concerned and shall do everything  about Professor Devinderpal Singh Bhullar but all of you are well aware  about Bhai Balwant Singh Rajoana, Bhai Dilawar Singh Babbar, Bhai Jagtar Singh Hawara and more than 10,000 Sikhs (male and females) rotting in high security jails of PUNJAB and outside PUNJAB? Do not ever forget as to what the 'Brahmins-Hindus' of the alleged Indian democracy are up to.
Habib Yousafzai Spokesperson (WKDA) strongly condemned saying, “the death sentence of Professor Bhullar will be a judicial murder.” He specifically mentioned that the “Indian government has killed 3.4 million Sikhs in Punjab Khalistan, since India received freedom in August 15, 1947 on a platter from Britain. When Kashmiris and Sikhs were fighting to liberate India from Britain they were heralded as freedom fighters.  Now they are termed terrorists when they no longer want to live as a slave of the Hindus.” He also stated that, “the suffering of the Sikhs and Kashmiris are unimaginable. More than one hundred thousand Kashmiris have been killed in a twenty year freedom struggle, uncountable numbers have been wounded and maimed, mass imprisonment and exile and even the use of rape as a tool of occupation.” And yet he said “the only demand of the occupied people of Kashmir was for the right to vote, the same right the west claims to support in the Arab world for the Libyans, Syrians, and the people of Yemen. All Kashmiris want is what was promised to them by the UN, which is the right of self-determination.” Recalling the promise made by the great Indian Prime Minister Pandit Jawaharlal Nehru to abide by this UN resolution. Yousafzai called on what he described as the great India to solve this issue by keeping Pandit Nehru’s promise. He stressed to stop Human-Rights violations in Kashmir and Khalistan and foreign occupiers (Indian troops) must leave.
Farooq Siddiqi Head of the World Kashmir Diaspora Alliance addressing the gathering said that Indians consistent policy of suppressing the voices of minorities and disregard to their aspirations and rights is a dangerous policy that will eventually result in ominous results in the volatile region of South Asia. He showed Solidarity with the Sikh community of Canada.

Mohammad Aslam Rathore Chairman Jammu Region (WKDA) said that improving and expanding people to people dialogue, repealing of “black laws”, ensuring the basic fundamental rights of Kashmiri people, and engaging political as well as the civil society at different levels can really help to bring peace into the region.  The artificial LoC should be eliminated like the Berlin wall because families have been divided. Rathore out rightly denounced the “draconian laws” prevalent in the state. He farther reiterated that the implementation of the UN resolutions on Kashmir was the best way to settle the Kashmir issue. He said that Kashmiri leadership believes that tripartite talks could lead to a peaceful settlement of the issue.  He also stated Kashmiris want peace but peace with dignity and honor. 

The WKDA stands against the death penalty as a violation of basic human rights and has called on India to establish a moratorium on executions in accordance with the UN’s Commission on Human Rights resolution of 1999.
